The Cartagena Refinery is an oil refinery in Cartagena, Colombia. It is operated by Refineria de Cartagena S.A. (Reficar), a subsidiary of Ecopetrol.
In 2007, Reficar was ground zero for possibly the worst case of corruption in the history of Colombia. It amounted to corruption losses for more than $8 billion dollars, being a worst corruption scandal than others like the Carrusel de la Contratación or Agro Ingreso Seguro. The cost to the country was equivalent to about 5% of Colombia's national budget for 2016, and will be recovered only until 2046, according to national accounts.
